L&rsquo;objectif est d&rsquo;exploiter des usines de fabrication de semiconducteurs (Fabs) avec des n\u0153uds de processus de 2 nm dans l&rsquo;UE d&rsquo;ici la fin de cette d\u00e9cennie.<\/p>\n<p class=\"MsoNormal\">Le White Paper du Think Tank conclut que si la construction et l&rsquo;\u00e9quipement d&rsquo;une fabrique de wafers seraient techniquement possibles, cell-ci ne ne serait durable&nbsp;que si elle \u00e9tait \u00e9tay\u00e9e&nbsp;par une analyse de rentabilisation solide. Sinon, cela repr\u00e9senterait un gaspillage de dizaines de milliards d&rsquo;euros qui pourraient \u00eatre plus utilement d\u00e9pens\u00e9s pour d&rsquo;autres choses. L&rsquo;Europe a \u00e0 peine investi dans la fabrication de puces au cours des 10 derni\u00e8res ann\u00e9es tandis que la capacit\u00e9 de la Chine a tripl\u00e9.<\/strong><\/em><\/p>\n<p>L&rsquo;auteur conclut que l&rsquo;Europe ne cr\u00e9e pratiquement pas de demande de silicium de pointe et ne pouvait pas esp\u00e9rer vendre des puces dans des r\u00e9gions o\u00f9 la demande est \u00e9lev\u00e9e, essentiellement aux \u00c9tats-Unis. Les soci\u00e9t\u00e9s am\u00e9ricaines de puces Fabless&nbsp;utiliseront soit TSMC, Samsung ou \u00e9ventuellement Intel, qui ont tous des projets d&rsquo;usines de pointe aux \u00c9tats-Unis. \u00ab\u00a0Il est vrai que NXP et ST utilisent la production 7 nm et 5 nm, mais pas assez pour rentabiliser une Fab\u00a0\u00bb, a d\u00e9clar\u00e9 Jan-Peter Kleinhans, auteur du white paper, lors d&rsquo;une conf\u00e9rence de presse.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\"><span style=\"color:black\"><img decoding=\"async\" alt=\"\" data-src=\"https:\/\/www.eenewsanalog.com\/sites\/default\/files\/images\/01-picture-library\/PeterClarke\/2021\/04\/fablessdemand1060.jpg\" style=\"width: 530px;height: 146px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" \/><\/span><\/p>\n<p class=\"MsoNormal\"><em><strong>Part estim\u00e9e des exp\u00e9ditions de wafers&nbsp;7 nm et 5 nm par client en 2021. L&rsquo;Europe n&rsquo;a pas de clients nomm\u00e9s et est contenue dans la zone RoM.<\/strong><\/em>&nbsp;<\/p>\n<p class=\"MsoNoSpacing\">Jan-Peter Kleinhans est directeur du projet \u00abTechnologie et g\u00e9opolitique\u00bb. Actuellement, son travail se concentre sur l&rsquo;intersection des cha\u00eenes d&rsquo;approvisionnement mondiales en semiconducteurs et de la g\u00e9opolitique. Il a poursuivi en disant qu&rsquo;il existe quatre routes potentielles pour l&rsquo;Europe vers 2 nm, dont aucune ne semble susceptible d&rsquo;atteindre le r\u00e9sultat souhait\u00e9.<\/p>\n<p>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span style=\"color:black\">1) <\/span>Inciter Samsung et \/ ou TSMC \u00e0 investir en Europe.<span style=\"color:black\"> <\/span><\/p>\n<p>&nbsp;<\/p>\n<p class=\"MsoNormal\"><span style=\"color:black\">2) <span>&nbsp;<\/span><\/span>Cr\u00e9er un consortium europ\u00e9en pour construire et exploiter une usine en utilisant une technologie de processus sous licence de Samsung ou TSMC<span style=\"color:black\"><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"color:black\">3) <\/span>Cr\u00e9er un consortium europ\u00e9en pour construire et exploiter une Fab en utilisant sa propre propri\u00e9t\u00e9 intellectuelle <span style=\"color:black\"><\/span><\/p>\n<p class=\"MsoNormal\"><span style=\"color:black\">4)&nbsp;<\/span>Faire&nbsp;confiance \u00e0 Intel pour cr\u00e9er des capacit\u00e9s de fonderie de pointe en Europe.<span style=\"color:black\">&nbsp;<\/span><\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\">Kleinhans a soulign\u00e9 qu&rsquo;il n&rsquo;y a pratiquement aucune incitation que l&rsquo;Europe pourrait fournir pour attirer Samsung ou TSMC \u00e0 venir en Europe parce qu&rsquo;il n&rsquo;y a pas de client\u00e8le significative ici. \u00ab\u00a0Le probl\u00e8me est qu&rsquo;une fonderie europ\u00e9enne doit attirer des clients am\u00e9ricains, ce qu&rsquo;elle ne fera pas\u00a0\u00bb, a-t-il d\u00e9clar\u00e9. \u00c0 cela s&rsquo;ajoute le probl\u00e8me que le co\u00fbt de fonctionnement est consid\u00e9rablement plus \u00e9lev\u00e9 qu&rsquo;en Asie en raison des co\u00fbts d&rsquo;\u00e9lectricit\u00e9.<\/p>\n<p class=\"MsoNormal\">&nbsp;<\/p>\n<p class=\"MsoNormal\"><span style=\"color:black\"><\/span>Cela rend les options deux ou trois plus susceptible d&rsquo;\u00eatre mise en \u0153uvre, mais pas plus susceptible de r\u00e9ussir.<\/p>\n<p class=\"MsoNormal\">Enfin, l&rsquo;offre d&rsquo;Intel de se tourner vers l&rsquo;approvisionnement en fonderie en provenance d&rsquo;Irlande et d&rsquo;Isra\u00ebl et de potentiellement construire une autre usine en Europe devrait \u00eatre salu\u00e9e, mais il est peu probable qu&rsquo;elle offre la technologie de&nbsp;pointe. Mais Intel devrait&nbsp;\u00eatre bien accueilli car servir l&rsquo;Europe avec du silicium de technologie juste derri\u00e8re la pointe pour les applications automobiles et industrielles est le domaine dans lequel&nbsp;l&rsquo;Europe a une demande av\u00e9r\u00e9e.<\/p>\n<p class=\"MsoNormal\">En r\u00e9ponse \u00e0 des questions sur le fait que l&rsquo;Union europ\u00e9enne invoque des mesures de subvention extr\u00eames pour payer une fonderie de pointe pour la fabrication en Europe, Kleinhans a d\u00e9clar\u00e9 que cela serait contraire aux r\u00e8gles de l&rsquo;Organisation mondiale du commerce (OMC).<\/p>\n<p class=\"MsoNormal\">Il est possible que l&rsquo;Union europ\u00e9enne et les pays du monde entier abandonnent l&rsquo;OMC et r\u00e9introduisent des tarifs douaniers et d&rsquo;autres mesures commerciales pour atteindre l&rsquo;objectif d&rsquo;ind\u00e9pendance strat\u00e9gique des semiconducteurs. Mais ce n&rsquo;est pas quelque chose que le rapport de Kleimhans a envisag\u00e9.<\/p>\n<p class=\"MsoNormal\">La principale conclusion est qu&rsquo;il n&rsquo;est pas judicieux de se concentrer sur la fabrication de wafers&nbsp;de pointe dans la poursuite de la souverainet\u00e9 technologique dans les semiconducteurs. Sans rentabilit\u00e9 commerciale cela&nbsp;gaspillera probablement des milliards d&rsquo;euros d&rsquo;argent public et priv\u00e9. Cet argent serait mieux d\u00e9pens\u00e9 pour renforcer la capacit\u00e9 de conception de puces de l&rsquo;Europe \u00e0 la pointe de la technologie afin que la demande europ\u00e9enne \u00e0 la pointe de la technologie puisse avoir une importance mondiale. Si cela peut \u00eatre r\u00e9alis\u00e9 dans un d\u00e9lai d&rsquo;une d\u00e9cennie ou deux, alors l&rsquo;Europe peut avoir le pouvoir d&rsquo;attirer la capacit\u00e9 de fabrication.<\/p>\n<p>C\u2019est quelque chose que la Commission europ\u00e9enne a reconnu dans le pass\u00e9, mais elle n\u2019a rien pu faire pour le contrecarrer. Au cours de la p\u00e9riode 2010-2020, la part de l&rsquo;Europe dans le domaine mondial des semiconducteurs Fabless&nbsp;est pass\u00e9e de 4% \u00e0 2%, a observ\u00e9 Kleinhans.
